The Kiyoshi Conference (キヨシ会議 Kiyoshi Kaigi) is the 139th chapter of the Prison School manga, serialized in Weekly Young Magazine on June 2nd, 2014 and published in tankobon format in Volume 15 on November 6th, 2014.

Summary[]

Chiyo ask Kiyoshi to forgot about her sister and to fondle or touch her breasts. Kiyoshi is nervous because he never do it before. He decides at first he can't give himself to his own desires, and he must found a way to fondle that won't upset Chiyo but after thinks being too careful is also not a good way. Finally he realizes it the most serious moment of his life, and try to think about the highest likelihood fondling way that leave a good impression; he states that he must be a little perverted while still being respectful to Chiyo.

He wonders after if he should catch the breasts from the front or behind, above or below the clothes and if he has to play with her breasts and finally if he must or not fondle them. He assimilates the two choices of his final question in electoral vote in his mind. He came to the conclusion he shouldn't fondle them but then Chiyo removes his shirt, he is determined to fondle them and remove his shirt too as the Head of the 'No fondling Party' in his brain is arrested for violation of election laws.
